As Safety, Health and Training Manager at Custom Environmental Services, Inc., Charles Heister develops and conducts training as required by local, state and federal government regulations pertaining to hazardous material, substances, waste emergency response and waste management.

Mr. Heister brings more than 40 years of experience to CES in training, emergency planning and response, and safe motor vehicle transportation for hazardous materials. Recognized nationwide as an expert in hazardous materials training, enforcement, and emergency response, Mr. Heister is certified by the Departments of Transportation and Energy and State of Colorado in classroom/practical training in these areas as well as in OSHA regulations.

Prior to joining CES, Mr. Heister served as an instructor at the National Older Workers Career Center (NOWCC) in Denver, where he developed and instructed programs dealing with terrorism and hazardous emergency response.  As President of Heister, Colley & Associates, Inc., in Aurora, CO, he developed performance-based training related to safety, health and environmental issues.  He has also served in a number of instructor and training positions at EG&G, Rocky Flats, the Colorado State Patrol, and Colorado Law Enforcement/State Patrol Training Academies.  He also co-founded and was program administrator for the Colorado Training Institute, a U.S. Department of Transportation Regional Training Center for hazardous materials waste and transportation. 

Among Mr. Heister’s affiliations are: the International Hazardous Materials Association (co-founder and chairman), the Colorado Hazardous Materials Association (co-founder and board member,) the Colorado Committee on Hazardous Materials Safety (chairman) and the Colorado Incident Command System Training Committee (chairman).  He has more than 1,500 hours of Environmental Protection Agency, Department of Transportation and OSHA training.
